4th ARIN-AP Asset Recovery Training
The Supreme Prosecutors’ Office invited 16 law enforcement officers from eight countries including China, Hong Kong, Laos, Myanmar, Singapore, Thailand, the Phillippines and Vietnam, and implemented the training on criminal asset recovery from November 21st to November 24th, 2017. The training is aimed at sharing knowledge on criminal asset recovery and at strengthening cooperation with members of the network. The training programme consisted of lectures on Korea’s Prosecution system, its criminal asset recovery, criminal asset tracing and international law enforcement cooperation; workshops for hypothetical case studies ; and presentations by each participating jurisdiction. The international cooperation center at the SPO is working as a secretariat of ARIN-AP. As of November 2017, 20 members and 8 observers joined the network.

Training for Cooperation with Cambodia on Combating and Preventing Crimes against Women & Children
The Supreme Prosecutors’ Office invited 15 prosecutors from Cambodia and implemented the training on violence against women and children investigation from November 7th to November 10th, 2017. The training is aimed at strengthening Cambodian prosecutors’ capabilities to tackle and prevent crimes against women and children and promoting cooperation between the two countries in criminal justice. The training programme consisted of lectures on Korea’s investigation techniques on violence against women and children, and forensic science investigation skills, and field trips such as National Digital Forensic Center, Seoul Central District Prosecutors’ Office and Ministry of Gender Equality and Family.

Training for Honduras Prosecution
The Supreme Prosecutors’ Office invited 13 prosecutors and investigators from Honduras and implemented the training on anti-corruption investigation skills from October 31st to November 3rd, 2017. The training is aimed at strengthening Honduras prosecutors’ capabilities to tackle and prevent corruption crimes and promoting cooperation between the two countries in criminal justice. The training programme consisted of lectures on Korea’s anti-corruption investigation techniques and forensic science investigation skills, and field trips such as National Digital Forensic Center, Seoul Central District Prosecutors’ Office and Korea Institute of Criminology.

Inaugural speech delivered by 42nd Prosecutor General
I My fellow members of the Korean Prosecution Service! First of all, I would like to extend my sincere gratitude to all of you for fulfilling your duties despite difficult circumstances. As you are well aware, the public's call for change in the Service is the greatest than ever before. I stand here today as the Prosecutor General with a heavy sense of responsibility,and I believe the same goes for the rest of you. Now, I am going to brief you on what we are going to do forward. II We should live up to our own mission in any circumstances. First and foremost, we should concentrate on observing constitutional values,and law and order. We should also apply strict standards in investigating corruption cases and structural irregularities in society. In all the processes of the investigation, we should adhere to due process and arrive at a fair and unbiased conclusion so that we can build the public trust. Furthermore, we should defend the human rights of every citizen who needs our help while protecting rights of crime victims and the socially disadvantaged. Accomplishing the commitments we have made, we should reassure our citizens. III Recently, however, the public trust on the Service is very low. As we all know, the reasons behind the result include internal corruption, lack of political neutrality, unruly investigation, and attitude with little reflection. Korean Prosecutors Collaboration & Exchange Program Took Place in Seoul
With prosecutors from the Korean Prosecutors Association(KPA) and investigators abroad attending, the Supreme Prosecutors' Office (SPO) held the Korean Prosecutors Collaboration & Exchange Program under the topic of "Investigative Duties & Cooperation Between Prosecutors & Law Enforcement Officers in the United States" at Grand Hyatt in Seoul from May 30th to June 1st. Through the 2017 Program, the participants discussed prosecution investigation system of the U.S. and Korea, and shared knowledge relating to the system. The KPA was founded in California in 2010 by Korean American prosecutors for the purpose of exchange and sharing legal professionals between the U.S. and Korea. As of today, more than 150 Korean-descent prosecutors from the US, Canada, Australia, Germany and Brazil have joined the association. The Seoul Conference of the KPA is expected to take place in May, 2018.

Kazakhstan Delegation from Supreme Court Visited Prosecutor General(April 26th, 2017)
On April 26th, 2017, Kazakhstan delegation including chief justice of Supreme Court of Kazakhstan, Kairat Mami, made a visit to Prosecutor General KIM, Soo-nam. Since the diplomatic ties were established in 1992, the two countries have maintained the friendship. In particular, Korean prosecutors’ network has strengthened as Korean-descent prosecutors living in Kazakhstan were invited to the Korean Prosecution Service for the first time last year. During the meeting, they mentioned the role of Korean diasporas, exchanged views on legal system in both countries and agreed to foster ties between the two authorities. The delegation visited the Judicial Research & Training Institute in Ilsan, Supreme Court and Constitutional Court in Seoul.

Seminar between Russian Federation and Republic of Korea (April 25th, 2017)
The International Cooperation Center (ICC) of the Supreme Prosecutors’ Office (SPO) held a seminar under the topic of “Coping with cyber terrorism and exchanging experience between Russian Federation and Republic of Korea” with 20 participants, including Deputy director of security and terror prevention from Russia’s Prosecution Office on April 25th, 2017. During the seminar, the participants talked about Russia’s prosecution system and the terrorist acts using cyber space. To share the criminal information among the law enforcement agencies, the participants acknowledged the need to sign the MOU between the SPO and the Federal Security Bureau (FSB), which carries out investigation on terrorism in Russia. In addition, an investigation advisory committee is needed, for example, for the analysis of messages by terrorist groups as a special committee has been established in Russia. In the latter half of this year, the seminar is supposed to be held in Moscow under the topic of “Protecting human rights in criminal proceedings.”

Smuggled Dinosaur Fossils Returned to Mongolia
The International Cooperation Center (ICC) at the Supreme Prosecutors’ Office (SPO) said that eleven confiscated dinosaur fossils have been returned to the Mongolian government. Among the fossils are a skull and rib bones of the carnivore Tarbosaurus, which inhabited only Mongolia’s Gobi Desert and is well known in Korea as hero of the 3D animated film “The Dino King.” The repatriation ceremony was held at the SPO at 16:00 on April 7th (Fri.), 2017 under the presences of Deputy Prosecutor General Kim Joo-hyun, Mongolian Ambassador to Korea Ganbold Baasanjav and Mongolia’s Deputy Prosecutor General Erdenebat Ganbat. Appreciating the Korean government, the Mongolian government said it would lend the fossils to Korea and the cultural property authorities of the two governments would conduct research on them and display them here (Currently under discussion with Gwacheon National Science Museum). The return is estimated as the opportunity to boost the status of Korea as culture country that protects cultural heritage. The academic value of the pieces is highly notable, a researcher at the National Research Institute of Cultural Heritage said. The fossils were brought to Korea in May 2014, after a Korean smuggler purchased them. With the help of the outcome, the SPO is planning to spearhead the efforts for protection of culture assets.

IAP EXCOMM & its Regional Conference held in Busan
The Supreme Prosecutors’ Office held the 43rd Executive Committee Meeting (EXCOMM) of the International Association of Prosecutors (IAP) and the 10th IAP Asia & Pacific Regional Conference in Busan from Apr. 3rd (Mon.) to 7th(Fri.). Busan is the city that hosts the IAP events for the second time following the 5th IAP Asia & Pacific Regional Conference and the high-ranking prosecutors meeting in 2008. With 30 high-ranking prosecutors (including 4 incumbent Attorneys General) from 27 jurisdictions and Secretariat staff joining the EXCOMM, the participants discussed on IAP structure and the operation such as the date of Annual Conference, which is scheduled to take place in China in September this year. During the Regional Conference, around 120 prosecutors from 40 different jurisdictions gathered and discussed a number of issues under the theme of “Countermeasures against transnational crimes in Asia and Pacific region.” Prosecutors from Japan, Taiwan and Australia made presentations on the current challenges of asset recovery, ensuring the legal safeguards in asset recovery and criminal justice reform. In particular, senior prosecutors at home promoted Korea’s advanced investigation system by lecturing Korea’s victim offender mediation system and DNA analysis in criminal investigation.
